3.1.0.3 Vichy France deports troublesome US territorials out of Africa

I was just going to see if I could drag a few Germans down to Africa with the Vichy transport, but was surprised that maybe they can instead just lure the American defenders into their boats!

An unheard of act of cooperation by Vichy! Normally they don't cooperate with anybody.
