Ive noticed that russian AI in the baltic groups up its all units in kronshtadt, which doesnt allow it to place gangut dreadnought. Ive seen it being stuck in this formation in late 1915 by which time gangut can be deployed iirc. Same goes for subs and other units that they get. I think it should be dedfensive, but they could be more effective if allowed to move away. Im not sure if this happens on all difficulties.

I've noticed that the AI tends to group navies around a safe home base for other major powers too. I was playing a game as the Central Powers and when I switched sides in 1917, the AI immediately moved the German fleet from the North Sea to the Baltic and grouped it around Konigsberg and pulled the Austro-Hungarian fleet back and grouped it around the Pola peninsula.

At the moment the AI navies do indeed tend to cluster around safe ports until they are scripted to venture out. They will venture out at certain dates, some dates will differ per game for added randomness but it may differ from what a human player will do. Primarily this is due to how much national morale affects the WWI game and naval losses tend to have more of a significant impact in the WWI game as well.

But I can look into having the AI at least make minor moves to make space for the arrival of naval units as described in the top post.
