Bug Truck building

I got truck building in the same tile one private lvl 2 and one public lvl 1 once a city has been conquered. I can't upgrade my tier 1 due to the lvl 2 private.

Will look into this asap. Thanks for reporting. If you have an autosaves Please send me (1) the last turn, (2) a realy early turn and (3) a turn somewhere in between to vic@vrdesigns.net

Don't feel obliged but it might help me fix this quicker.
