Expel Diplomats valid tagets flipped?

The requirements seem to be flipped. I should be able to expel the diplomats of Hornbund and not of the Rochellier Commune.

Executing the Strategem on the Rochellier Commune pops up an empty result page and has no effect.

Looking into this.

In any case the bottom screeny is working as intended as your comm level is 2 and you can still go down 1 level without losing contact.

the above seems indeed glitchy.
