Early game leadership

I have created a Regular Bde, and conquered and zone, but I have no leaders to place in either situation. How do I create or recruit leaders early in the game?

get an interior council ASAP and focus their budget on human resources, this generates leader recruitment cards

Actually your SCC can generate at least two stratagems that give leaders 'recruit junior' and 'recruit/hire mercenary'.

Recruit junior gives you a young, unskilled leader and is cheap. Useful in the early game because you can spam it to get CAP III plus leaders who will be around pretty much the entire game and can grow into their rolls. They will be pretty bad at first.

Recruit mercenary gives you an experienced mercenary commander. Useful if you need an experienced commander but expensive, like 40 plus political points. Can also be useful for your SHQ leader is a skilled leader but bad at combat or high command specifically. You can shuffle him out (my current game my SHQ commander became head of the model design bureau if I remember correctly) and put the merc in. Overall doesn't lead to too much of a relations hit.

Interior ministry is how you manage your recruitment in the mid and late game but it is not a council to rush early in my opinion.

Note all leader recruitment is done via your stratagem cards and they cost political power. There are some rare exceptions where you get to recruit a leader as part of a random event.
