Raise Formation Workaround

With respect to raise formation, the game will not allow the player to raise a formation unless the sum of troops, items and logistics meet the 50% threshold.

I want to raise an independent artillery Regiment, but I don't meet the 50% requirement.

I am able to meet the 50% requirement for an independent artillery Battalion.

First, I raise that battalion, then I go to Unit Administration. I use upgrade to push my Battalion to a Regiment of the same type.

I have bypassed the troop, items, and logistics requirement to build the echelon I intended in the first place. I realize this has consequences, but I'm really just trying to setup the unit and its echelon for a future tasking anyway.

Is there a way to allow the standardization of this practice within Raise Formation? Can we raise formations that will require future troops, items, and logistics, but are below 50% at mobilization?

Sounds more like a sugestion, then a tech issue.

Maybe Vic could allow lower percentages for bigger units? Or just allow anything if there is at least 6 units he can equip (1 for the HQ, 1 for each Subformation)?
