50% requirement for Raise Formation does not work as planned

The technical side seems to work perfectly. But what it was intended to do? Propably not working out that well.

I guess the intention for the "need at least 50% Soldiers, gear and Logistics" rule was to make certain one can not raise too small a unit. If nothing else, so the code has enough subunits to fill all 6 Units of the formation (1 HQ + 5 Combat Units).
The problem is: It does not work right. Being both too restrictive and not restrictive enough to mater at the same time!

Problem 1 (too restrictive):
It always uses the most expensive possible Model to calculate the minimum cost.
If I got a Infantry for 3 Metal and 5 IP and one for 4 Metal and 6 IP - it will use the more expensive one without fail!
Especially if I got Models that use rare materials (Polymer Armor, Laser Rifles, Battledress) I may be blocked from raising any units just by being short those.

Possible solution:
The instinct is to use the least expensive unit, however even figuring out what is the least expensive is an issue. Is the unit that uses Radioactives really cheaper, just beause it uses less metal? And since there are Robotic Soldiers too, it is not like we could reduce it down to pure manpower either. Or ignore manpower in cost measurement.
My best idea is to keep the percentage as a hint, but move the actuall check into the following menu, the one where I select teh troops to use (I often need that one to figure out what resources are missing in the first place)

Problem 2 (not restricive enough):
If I lack the resoruces and Manpower to Raise a Corp or Army Foramtion, I can just raise a Brigade - then upgrade it to the level I wanted. So at least for big units, it is easily circumvented.

Possible solution:
All you technically need is 6 subunits. 1 for each Batallion/Regiment/Division, 1 for the OHQ. That is the minimum they need to exist on the game map.

Problem 3(too restrictive):
Does not allow intentional raising of understrenght units.
When all I need is numbers, 2 half strenght Brigades (200 in the HQ, 500 in each Battallion) will bring me more then 1 full strenght Brigade. It should of coruse suffer a penalty for being that far under strenght, but sometimes all I need is mass, not class!

Problem 1 is on the to-do list, but you can avoid this problem by using Quality Levels.
