Right now hen the game is receiving alot of updates it makes sense to wait but not too long as this can cause potential modders to loose enthusiasm and leave Shadow Empire before modding accessibility becomes a thing.

Modding support is planned, but for later. The game is still very much "wet cement" and he "does not want to undo the communities work with a change".

Graphic mods however are already fully possible.
