Is Leningrad worth 5 or 10?

If you mouse over Leningrad, the tooltip in the bottom left says it's 10 production, whereas the map says it's 5. I haven't noticed this discrepancy for any other hex controlled by original owner. Is there a bug here? What's it supposed to be?

Well that's strange, it's definitely showing as 5 for me. I'm using the latest beta, are you? I don't remember if it was different before that.

It's a 5 as it is not a supply source

I know. Please confirm if it's intended that it shows 5 on map while still actually being 10 as shown on the bottom left panel? It's the discrepancy between the two that I've been asking about.
