Is it a known issue that units do not follow the rules outlined in manual?

"During the June 22, 1941 turn, Soviet motorized units have their final adjusted MPs divided by 3, but never to less than one
 MP. Soviet non-motorized units have their final adjusted MPs divided by 2, but never to less than one MP.

I have heard it mentioned that attacked units circumvent this limit, and this seems to hold true for infantry units. However, non-attacked armored units and infantry/cavalry that are normally frozen until activated at the Rumanian border have up to 13 for armor (supposed limit of either 25/2 or 18/2 depending on how you read the rules) and 11 for both infantry/cavalry (supposed limit of 8 and 11).
