Who is used for a Medical roll?

I have a disease event and it will be a medical roll + 35 to study it. I have a couple of directors with varying Medical skills but do not match the 35 number so i don't know where that comes from.

Is there a specific council that handles medical emergencies?

The disease events I've seen have been zone-specific and handled by the local zone governor. Character relation value also modifies their skill rolls (by +/-20, if I remember correctly) so the final value used for the roll is often not exactly the same as their skill total (EDIT: medical point generation in a zone also boosts related medical rolls).

Good point on relation value, i didn't think of that.

I had another look and my Governor does not have any medical skill, so i looked in the manual and QOL points in general goes towards the maximum of sub-scores which the Governor can increase too. I presume sub-scores are Security, Entertainment, Health and Education. So i guess the 35 goes off the QOL sub-score for Health.

Yes, absolutely. You should use an advisor with high tech rating to attach for those events, if available.
