strategy of attacking SU in 1941-3

Fafnir(Axis) just did it to me in PBEM.
I have meet same thing in other game such as TOAW. In that game, If German begin attacking SU in bad weather, SU will not decrease morale. But in this game, SU decrease moral too.
So this is a good strategy in this game . German can destroy border troops of SU easily even in bad weather ，cause they have no supply in first turn. And it can also trigger winter weather event of German in 1941 march, since German have not go deep into SU, German do not decrease their military strength. AND even this means German will not lost any strength at the end of the year 1941.
German dare not begin attacking SU in march 1941 in history, but in this game ,it is a good strategy.

This script can even fire in early 1940 I believe. Devs probably know better, but it just checks (if I remeber correctly), whether there is an enemy unit 25 away from city of Kirov, and if there is, event has a chance (75%?) to fire.
Myself I was attacked at earliest in 04.1941. It is very viable, because Axis uses its Infantry Weapons dicrepancy for longer time. And weather may be still bad in Russia, but mainly in northern part. For the part south of Kiev, Konotopa etc. weather data is different, more "German friendly". If lucky, you may get a clear weather even in Winter, chance is slim though.
To attack that early though, GER must plan accordingly, no fooling around. I think most players would not be able to.
On the other hand, USSR is really weak in this game, so even an offensive "against the odds" works against them. Poor soviets, what did they do to Devs to suffer such fate? [:)]

The event can happen from the start of the game, but only in winter. I can only surmise that your invasion began right at the end of winter.
