[1.06.05] no tooltips on hover

This is a weird one, when playing Windowed - there are no tooltips?

If I press Alt, they appear, but I have to press Alt each time I hover.

Not sure if this is my side, or the game!

If I right click, it also shows the tooltip.

Now I'm thinking this is by design and changed since I first played? [&:]

Either way, right click works for me.
