workers on strike event needs a meritocratic option

In the last 30 turns I've been spammed with this event in 2-3 cities every turn.

every time I pay some credits or suffocate the union. But it results in buring my meritocratic policy. I see it like bad balance and hope to be fixed somehow.

You might be mixing it up with any other Democracy/Authoritarian/Meritocratic descision.
This one is the exception to the pattern.
