Getting Bombers?

The last few PBEM's I've played (Germany v Russia) there are never any planes available to purchase for either side. I always play with 'Rarity' off. I was wondering if it has to do with the time of year that the battle takes place. The current game I'm playing is Germany vs Russia in January '44 in a Forest map and there were no bombers of any kind available for both sides.

IIRC Air support requires three things in addition to the correct preferences settings in order to appear for one side or the other:

1) Air Superiority

2) Daylight

3) Good Weather

Have your battles all been daytime with good weather?

And you should have set your airstrike preference to some value over 0

I thought I have seen both sides able to have air units. Was I halucinating!...lol

If, that is, it is daylight and good weather. But I am not sure about air superiority.
