[1.10.04] 5th column spawns inside city

Hey Vic,

Attacking a minor, got the "5th column" event. But no other hexes available except the city hex. So they spawned inside the city (and got annihilated).

I also had this happen. The city was fully surrounded and cut off from the rest of the just-invaded zone.

I had the same thing. But the as they had deployed the troops on the borders, the 5th column entirely defeated the city and finished the war before any one my regulary troops even had to fire a shot.
