Fleets in port

If a fleet was in port and that port was attacked by land, would they fleet support the ground defenders with naval guns/carrier strikes?

No, too many exploits done during the battle of France in the all-in strategy. This was removed. If the small fleet scenario that is limiting shore bombardment is becoming the standard scenario and that the insane naval stack of 9 groups is removed, I may reconsider adding it back. But, for now, it is too powerful.

Maybe a smaller effect such as a maximum # of ships able to do it while in port and only for defense? And they could also maybe be "victims" of the land combat taking loses to artillery's fire?

Might be hard to code however? Nothing too strong on both sides, but just enough to be cool [:)]. It is the little things that make great games as this one...[;)]
