[1.0.2.2]Mortakosh tends to siege Capital Systems

The "Mortalan AI" battleship "Mortakosh" has a high tendency to invade and stay in empires home systems.
Effectively locking down the core of whatever empire happens to spawn too close to it.

I have seen this happen plenty of times to the AI (often hitting the Teekan Capitol system).
However, right now it happened to me.
For the AI, this is basically a death sentence.
For me as a player, this is a unnessary challenge.

Please have this giant avoid any systems with colonies. It is sufficiently disruptive "just" destroying outlying mines.

It has to refuel and then goes to the nearest inhabited planet or something like that. And then it has no reason to ever leave the system. This should probably work only for independent worlds - but not with actual empires (why would anyone sell fuel to it?). It could also change systems randomly from time to time.
