id love to have minors who are loyal just to you but bring in extra cash. not just a private economy of ur planet but a sort of mercenary faction but not pirate, which is focused on trade and can get around trade agreements of other empires.
it would be fun if they spawned some super starbases around your planets to play alongside you.

you would have hoi like puppet diplo with them being able to lease tech to them. rent your fleets as privateers to them. take loans from them at favorable interests.
