Dutch submarines

Reading about the Dutch submarines in the Pacific, we can't really say they had a significant impact. After DEI surrenders, they worked with the Royal Navy.

But they had indeed quite a flotilla on December 7, 1941:

At the start of the war in the Pacific, the Royal Netherlands Navy (RNN) had a sizeable fleet of 15 submarines based at Surabaya. These were: O-16, O-19, O-20, K-VII, K-VIII, K-IX, K-X, K-XI, K-XII, K-XIII, K-XIV, K-XV, K-XVI, K-XVII, and K-XVIII.

In game scale, according to the manual:

Sub group: 6–18 active submarines out at any one time

Do you think it will create a big game balance issue to add them in the game?

Characteristics:

Name: K-XIV SS Flot
Strength: 2/3
Experience: 40%
Advancement: Attack Submarine 1939
Based in Surabaya

UK has only Attack Submarine 1941 at the beginning of the game. So, they would have to invest labs to go higher.

Given their low impact historically, may be not worth the idea. But, since there are Russian subs, why not the Dutch?

Dutch submarines really did punch above their weight given their small numbers and precarious logistic situation. At least they were blessed with a torpedo that actually exploded and ran straight. One thing to bear in mind with the chart below is that its a total for the war and includes U-boats and Euro-Axis shipping lost although most are Japanese.

The biggest problem for the Dutch was spare parts and personnel. Holland being conquered by Germany meant nothing in the logistics pipeline, so some older Dutch subs had to be retired quickly to provide parts and crew for those still fighting. This is the major reason Dutch kills declined as subs were withdrawn from active service. The British did provide a few of their submarines for transfer to the Dutch Royal Navy. Probably the high point for the Dutch was early on in December 1941 when the O-16 found the submariner’s dream shot. Japanese invasion transports arrayed motionless in the Bay of Soengei Patani in Thailand. O-16 sank three of them: Tozan Maru (8,666 tons), Asosan Maru (8,812 tons) and Kinka Maru (9,306 tons). Unfortunately, she was lost to a mine not long after.

So forget this idea, impact is so low that this unit is not needed.
