and if you call them to "upgrade city", GUI becomes bugged. Save:

Sorry I am not succeeding to find said Zone or repeat any annexation attempt from this save file. If you could verify save file and/or give better pointers that would be mightily appreciated!

Sorry man cannot find this Cobb guy in that save. Either it is really not obvious how to get to him (explain please) or you send the wrong save again :)
