Yugoslavia always Neutral?

I'm not a smart man (Forrest Gump). I will never figure out how Yugo works. Lately, Yugo is always remaining neutral. Is the Allied opponent doing something to cause?

I had changed something in the script without realising it would reduce its chance of firing to 50%, i.e. half of all games.

This will be corrected in the next patch.
