1st - Dealt with Leningrad, main priority of the campaign. This is important. And yes, the center army group suffered.

If I have import depots in the baltic set to high priority, will they serve as sources for rail supplies to spare the main lines? Can I supply the area from ports instead of the main rail lines?

My objective is to park units in the city hexes to avoid winter damage and get the supplies from the port, thus sparing rail capacity.

How should I setup priorities for this?

Import Ports need to be higher priority than Export ports to work.
If you want this Import Ports to then feed the railway with the supplies the Ports should not be set to "4".
The Cargo ships you have have a horrendous loss rate (has been reported/complained about several times already) which leaves you with about ~6-7k tons of freight by ship in/after autumn 1941.
