I searched the manual for reference to barrage balloons and could not find any.
I recommend we add a brief note about them. Perhaps the best place to discuss barrage balloons is in 9.2.2 Base Composition immediately following the paragraph that ends with "This level is a number from 0 to 9."
"Barrage balloons were a common tactic to counter low level attacks over major bases. The game models this defense at bases with a combined air field and port size greater than 6, though they are not specifically shown on the Base Information Screen. The number of balloons is typically the fortification level of the base (though it is possible to add balloons as a device to a base or LCU in the editor). The maximum number of balloons over a base is 9. They affect attacking aircraft below 6000' and the number of balloons for combat resolution is multiplied by 4 if the enemy aircraft are multi-engine. The more experienced the pilot, the less likely they are to hit a balloon."

Not read all of this so might already be added but in section 13.2.2 industry management or 13.4 Factory expansions there's no mention of Factory Repair. Speifically the 10K required to repair one factory point.

I believe, Sir, that you are incorrect. Sorry to resurrect this again but...
Situation is I've had to uninstall everthing and start again. I have only installed to 20a, 26b isn't, don't know why but that's a different story. Makes no difference which the new manaul isn't there.
This makes me think the new manual is only available if you install 27, which I don't want. If I'm corrct on this could a downlload lonk be posted for the manual.

I don't think that you can download only the manual. What you could do is to download the new beta, install that into a different folder and get the manual from there.

I wanted to check something I saw in the combat report. Looked in the manual but section 5.8 on the combat report is missing. There's plenty of references to it. It is also missing in the old manual? Very strange.

It should be in the Manuals sub-folder of the main game folder - called WITP-Manual[LIGHT].pdf or WITP-Manual[EBOOK].pdf.
The Ops report is in section 5.5 see below. Since the 8 key is above the 5 key it looks like it is just a typo about 5.8 - the last section on info is 5.5.
The Ops report section:
5.5 OPS REPORT
The Operations Report is essentially a
summary of all messages received by the player while the AI routine was running. If the player
misses any messages that scrolled by at the bottom of the screen during turn processing, they
will appear in this report.
Note on SigInt, Ops, and Combat Reports:
The reports will be cleared when a new game is started.
When a game is loaded from a save, the reports at the time of the save are restored. This
means that autosaves at the end of a turn will contain the reports generated by that turn.

If it's a typo it's one that is repeated twice.
What you've posted comes from the old manual. I never actually read what it said under 5.5 as the heading say Ops report. Reading it now it contains next to nothing about combat reports anyway.
In the new manual there's 5.5 Intel and 5.6 Ops report but neither mention the Combat Report.
Maybe something like this.

Oh rats - somewhere in the interruptions before I got to my WITP manual (yes it's for AE) I thought it was the Ops Report you wanted, not the Combat Report. Your suggested paragraph should mention the Combat Reports button at the top of the screen.
It could also mention that the Combat Report does not give details of the types of hits achieved on the target like the caliber of shells or size of bombs and other significant damage observed with the hit. Those details can be observed in the Combat animation during turn execution. Similar description of damage info should be mentioned in the manual section on combat animations.

Here's what I know about the monsoon. Taken from a very old guide put together from the forum called. 'A Forum Squeeze'.
Monson effects
Monsoon Effects (May 15 – Oct 15)
Monsoon affects base supply in Burma region. It does not affect weather in the game. The main bases affected
are the north Burmese ones north of Mandalay and the Assam bases east of Terapo plus Akyab and Chittagong.
[And all of Thailand]. The way the new restriction works is that the amount of supply a base can receive per day is
X x (Port+AF+Fort) so a base that is a trail base with no main road or rail connection may have a value of 50 say it
starts as port 0, af 0, fort 3 then that means the base can receive 50 x 3 or 150 tonnes of supply per day over the
jungle trails. During the monsoon season all bases are reduced to 50% of normal capacity therefore the base will
only receive 75 tons per day by land. Thus the little un-built up bases cannot sustain huge forces
More important is to build up any captured bases in Burma as fast as you can. Larger bases keep the supply flow
going as well as anything. Plan ahead and start moving engineer units to Burma as soon as possible. Have lots of
engineers advance with the attack. This will help. The SE Asia theater suffers from a shortage of engineers. If you
have any future plans there then it is best to move lots of engineer and a few base forces from the US. Do this as
early as you can. You will need them.
The monsoon restrictions apply only to the supply flow at bases, not the hexes in between, as far as I can tell. The
bases in China also have limits on how much supply can move to/through them each day, so this limits the ability
to "push" supplies through Burma to China. The Chinese bases are not affected by the monsoon, however.
1. LCUs in a malaria zone suffer greater fatigue (chapter 12 of the manual).
2. The amount of fatigue slows down the maximum rate of potential travel by a LCU (page 189)
3. Bases only export along the LOC excess supply. Excess supply is greater than >2x supply required at the base.
4. During the monsoon bases which are not built up struggle to achieve 2x supply required.
5. Supply is used up at the base in taking reinforcements so units (land and air) in a malaria zone engaged in
combat find extra difficulties in maintaining their combat power and hence the tempo of operations
In the latest beta (1108q9), have been added monsoons to Aviation Support and Pilot fatigue recovery after
watching several old newsreels on the Burma Campaign. During the monsoon period and at bases where
monsoons have affect, if the AF is less than level 5, the pilots of groups stationed there gain some fatigue and the
Service Level of the AF for maintaining a/c is lowered affecting repair/maint. I have only included less developed
AFs as more developed AF should have better repair/maintenance facilities and better accommodation for the pilots to
counter such affects.
Monsoon:
On the base screen beside Supplies if the base has a supply cap then you'll see the max supplies per day that can
be drawn to it which includes monsoon effect if any.
Monsoon only applies to bases with a max draw which can be increased.
Base Max draw x (port + af + forts) and during monsoon / 2 = what is displayed on screen.
Monsoon (May 15 to October 15) is only for bases that have max draw.
