1.21u Admin level is capped at 10

10 is easy to achieve, in multiplayer everyone ends up with a value between 10 and 11. Due to the cap it's not possible to use admin level for comparison as a player may be at admin level 10.5 (for real) while another may be at 12.2 which is displayed as 10.2 in the game.

I should be at level 11.06 (double square root of 4234 for 8.06 plus 3 from 9 councils), downgraded to 10.06 and there's still a bunch of bureaucratic assets being upgraded.

I agree. I removed the cap level
