1.25d - bug - Minor Empire flips between "at war" and allowing Offer Protection

Save game attached -

If you select card "Offer Protection", and select a Minor that is already at War, THEN select "Forestspace", it will tell you that this minor is already at war with another empire.

If you select a Minor that is not at war, THEN select "Forestspace", it will allow you to make the roll. (i.e. the 3rd empire in the list).

EDIT: Next turn this empire shows as at War (meaning it was probably at War previously), but did let me keep Protector status on a successful roll.
