Russia NM surrender issue

Hi, ran into a strange issue. Playing CP, had basically beat Russia. I'd accepted the Lenin event, but turned down Brest-Litovsk to try to get the Russian capitals.

When I did, I noticed two odd things:

First Russian NM dropped to -1% but they never surrendered. I'm guessing this might be intended?

Second, though, their effective NM seemed to reset. Beforehand I was steamrolling their units as you do when facing a low NM opponent. Afterwards, they became much tougher... it looked as if their NM was effectively 100%. Doesn't seem ideal!
