Form alliance - how?

I defeated shakturi in my last game but was not allowed to form alliance in whole playthrough. "Enabled by story events" but nothing happened. Now in my new game I want to form alliance so how I do this?

It is an event that fires after the Shakturi have arrived and then established themselves. Everyone gets a dialogue to either join them forming the axis or resist which forms the freedom alliance.

If you destroy the Shakturi too quick it doesn't trigger.

There was the shakturi axis alliance so not to quick, but then I know what was wrong settings -> suppress messages hided it.
Unbelievable such an important story thing is suppressed but not internal debates. And stop the message of the shakturi axis formed I got and the defeat too. But not the question of form own alliance.
