Japanese Aircraft R&D Question

I am confused as usual about a situation in game. It is small but this may enlighten me more about how Japanese aircraft R&D works.

Specifically I started looking at IJN transport aircraft in an attempt to determine what I need to upgrade.

There are only 2 groups that use these types of planes with another being available in 1943 and a handful more groups in 1944.

Ok, so there are several models that these can upgrade to on their natural path.

Here is a list of RD planes with the H6K2-L Mavis at the top. It is going to be available in April of 1942 and I am expanding the production to 10/10. This makes sense.

Here is where it gets confusing for me. I switch over to planes currently in production.

On the 2nd line of the Air production screen the Mavis H6K4-L is currently producing 6 planes per month. The H6K4 model is not supposed to be available until September of 1942 and is an upgrade to the H6K2 that I am currently researching to become available in April 1942.

Why wouldnt this model still be under R&D Air?? What obvious thing am I missing?

The Mavis H6K4 is producing which is the patrol version of the aircraft, not the Mavis H6K4-L which is the transport version of the aircraft.
