[FIXED][1674] ASCM logic still has problems

In the attached file a SSM battery with Harpoons is unable to fire because "9.1m cruise altitude will impact terrain elevation 21m". However in the weapon description is clear that 9.1m / 30ft cruise altitude is AGL (not ASL).

Therefore, BY DEFINTION, it cannot impact the ground as it travels always at 9.1m ABOVE ground.

Unable to reproduce the issue in the current public beta (B1728.2), see example allocation:
