During SEAD attack comparisons with Kh-28s or Kh-58s on a Su-17 for a given scenario, I observed a significantly better lock-on capability with the Kh-28, despite the latter being older. I then observed that the Metel-A Emitter Locator required to launch the Kh-28 is an "Early 1990s technology," regardless of the platform's date. A 1974 Su-17 can receive a Metel-A pod. Thank you for clarifying this for me.

Yes. that's WAD, Command doesn't go deeper in modelling EW libraries.

The tech gen values are a technological indicator; they do not refer (or should not refer) to the decade in which a sensor appeared, but rather to its technology level indicator. In other words, a fairly simple radar created in the 2000s may have a tech generation of Early 80s.
