Right. If the replacement source is out of range of the air unit, then the game offers to create the aircraft as unit for you ( or the automatic ) to fly them close to the destination.

In games with longer distances this will often be the only means to draw, and those ferries units might even have to be loaded on ships to make long travel across oceans.
