Markers not appearing

Playing the Blue and Gray campaign as the Union player, I sometimes find the markers that are supposed to show up in September 1861 to show where to place naval units to prevent/discourage European intervention never show up on screen. I think the "effect" remains working as long as vessels are placed appropriately, but the marker does not show.

Now it happens I am playing a modified version of the campaign, but I am sure I have seen it occur in the original as well. I would be grateful for any guidance on how to resolve this issue.

There is a little blue button to the right of the panel at the bottom centre of the screen that enables you to turn these on/off, so perhaps that needs pressing?

I managed to figure this out yesterday - That blue button is indeed important. But here is the twist: you must have that toggle "on" when the event fires that enables those markers. So turn it on before July 1861. If it is off when the event fires, then they never show up and no amount of toggling will make them appear. Probably a glitch in how they are enabled. Can't find any obvious problems in the event scripts, but I can't claim to be an expert there.
