Can partisans appear in all countries or just some countries?

I somewhere saw a partisan in the Baltic States. Isn`t that a bit ahistoical??? Propably the same would be the case in Odessa, Kiev and Murmansk. What is "China" considered to be in that case? All chinese territories, even inclunding Manchuria and Taipeh?

Every region falls into one of only 2 weather types Cold and Not Cold

Could just tell the "borderline" of "cold" soviet territories? Is Leningard already cold? Where is the frontier of "cold" SU in the southern part of european SU?

I do not recall whether you get partisans in the Baltic. Ukrainian partisans were active against the Germans.

I can't remember off-hand, but everything north of the line running from from Turkey to the southern tip of the Caspian is cold. Some territories south of the line are cold as well. Cold territories can be highlighted on the map.
