starting equipment ?

starting equipment ?

How much can the starting equipment be changed with out hopelessly unbalanceing the game? For example say you started with 5 LIGHT FLEETs with TD_COST 6 for a total cost of 30. If I wanted to convert to 5 SUB FLEETs with TD_COST 4 the total is 20. But, at least for PLAYER_GER, those 5 subs would be worth seven or eight lights. Clearly some other factor is needed but I can't see how to make things reasonable.

I guess the best way would be to apply the changes you would like to do and then play some games from each side to see how that effects the balance. Please note that raising tech levels have a much greater impact on the game than adding extra units.

Kicking the starting tech level up really makes things unbalanced. If on turn 1 SUB FLEET TD_EVADE is at 3 and TD_TORP is at four germany can sink everything in the Atlanic by turn 3 at the most.

Maybe convering 3 Brit/commonwealth heavies into 5 lights would be reasonable to compensate for convering 5 German/Italian lights into 5 subs?

Maybe if you only increase the evade level by 1, this would make them more survivable but less deadly.

5 new german subs are an awful lot of new subs (double what they get from the start if I am not mistaken). My guess is calculate 1.5 x # new subs = 7-8 new allied light fleet to compensate and restore balance. If you take these from 3 HVYs, this will unbalance the HVY fleet balance.
Maybe taking out one carrier w/air + 2 hvy's and give 6-7 light fleets would work out?
