ADG has the habit of throwing in extra counters with each add-on. That is, some of the unit counters are not directly relevant to the add-on itself. I guess they have room for a few more units on the countersheet and cast about for units that they would have liked to have included earlier.ORIGINAL: michaelbaldur

... the data files are CSV (comma separated values) files that can be editted using Excel or Notepad, so ...
... you can change which hexes have what resources, including factories, to affect the game's play-balance.
One caveat on this is: if you manually go in and modify the game data files, when you restore a saved game, all the current data files must match what were in use when the save was made. For instance, if you modify the data files, all the saved games that come with the released product will fail to work (crash and burn immediately).

Cities are easier, though still tricky. You have to modify 2 files to add 1 city.

I am pretty sure that the Steve HQ should have 7 in movement.

Please remember to save it as a GIF file, otherwise it will loose a lot of quality by saving it as a JPG, as well as the rounded corners.
If you can't do that, send me an email and I'll send you the file as an attachment.

there is no movement over 6 in wif .....
