At the end of the day, neither of side have to fight too much.
To start with, I would like to see Heavy Industry being meaningful what would force Soviets to fight, and as a balancing act I would welcome rule that Flaviusx once mentioned - attrition for movement during first blizzard. (excluding rail and sea transport)

On my crankier days I think the German rail cap ought to take a huge hit during the blizzard, too, btw.
Your opponent isn't using his cavalry correctly, imo. (Or his tank brigades.) That's the answer to this runaway crap. He is timidly marching forward at the pace of the rifle divisions and letting you get clean away.

My losses will be very low, but on the other hand his fortifications will be very strong. We are approaching end of blizzard so it is too early to say what sort of outcome it will produce.

We'll see. I'm rather skeptical about fortifications nowadays, at least anything below level 3. They just don't seem to help very much dealing with march madness. I've seen multiple reports from players getting their fort lines cracked with ease in March.

Previous turn: 11 Soviet attacks - 9 retreats, 2 holds (I have to add that 5 of Soviet wins were against same unit. Poor airlanding division was to withdraw next turn, so I left it near front-line to slow my opponent down. Instead it was more like training exercise).
Nothing new in the north.

Couple of points
I was surprised at the speed of Kamils retreat, and had to pursue with supplies being less than ideal, especially in the areas between Voronezh and Voroshilvograd
I was probably too cautious in the snow, and lost some positions (and the rail lines) that I probably could have held, and the auto rail repair was a lot more effective in the North than in the centre, and it was terrible where I really needed it in the south
I admit to being very concerned about the rough handling that Soviet players are getting in snow and in March, so was probably a bit anxious to conserve my best units.
1st Shock Army (Tolbulkin) pretty much marched its full allocation each turn and got nowhere near the Germans between Dec and the end of Jan, and it started off on the front line at Kaluga.
His Finns took a battering though, which I think will help me out in the long run, and the front in the North advanced far ahead of my most optimistic line.
Certainly I could have done better with my Cavalry and armor units, which is something I need to work on.

I belive Encircled could start refit his low experienced troops during the winter turn.
During the german summer offensive 3-4 CV strong unit could usefull

Kamil knows what I mean...

In 20 games I have only seen 2 players use cav and tank units the correct way during blizzard and both scored 20+ pocketed Infantry German Divisions, both under 1.05 ruleset.
I think adding Flaviusx idea is really not needed, if Red players tweaked there blizzard offensive. This same lack of exp using cav and mobile units applies to late war tactics.
I think your general retreat using checker board vs say TVD would be a blood bath. It would be very easy to pinch off units every turn. You could save many using your super-man units but not all every turn.
Of course my striaght line retreating to 3 deep level 1 and 2 line in January did not help, so I am not sure what would work vs a good Red player using Cav/Tank blizzard army. You can't out run it.

Well, I will try to catch up a bit
T29 north (1/5 Jan '42)
Overall: Soviet 6 attacks (3 wins, 3 losses), German 1 attack (win)
Despite increase in fighting ability of my troops I continue withdrawal everywhere.
