IS there a file Command.exe.config on the same folder?

Yes, in the root "Command" folder.

Update: tried re-booting the old PC; as you know sometimes this causes the confounded things to "heal themselves" and it said there was an instance of Command still running. Anyway, after re-boot I can run the game from Command.exe and it shows build 441. Yay! I'll just continue running it like that. Thanks for your time!

you can try killing the process with Task Manager next time instead of rebooting.

Build: 441
Scenario: General Behavior - Nice to Have

Observation:

After mistakenly allocating 40 rounds of 12.7 mm to take out the D30 in the 3rd tutorial, I realized my error and went to de-allocate in the manual weapon allocation panel. The 40 rounds had to be de-allocated individually. A nice to have would be to de-allocate all and/or some of the assigned weapons, much like the allocate weapon capability.

True, de-allocation of reserved ammo is a pain when dealing with large quantities.

Observation:

When manually allocating weapons, the "To Anyone" and "By Anyone" tabs do not seem to work as intended. They remain blank regardless of weapon allocations.

After testing this again, I believe I was mistaken. It did take a couple of clicks on both tabs, but eventually the information appeared.

You may need to deselect/reselect the platform to get those tabs to display proper info.

FYI...sometimes something will no longer appear in the "Applications" section of the task manager, but it IS still visible in the "Processes" section (which you can fortunately organize alphabetically or it would be a pain in the neck to search through). If a program is frozen, and no longer appears in the Application tab, you may have to go to Processes tab, highlight the program, and then click "End Process." That usually does the trick, though.

Yeah, I've noticed that these (and several other) tabs can be especially finicky.

Ok, don't know what happened! But while playing Raven 21 Down in editor mode, I wanted to change the time to complete the game. I started playing then I saved.
Now, when I try to start a new game it goes back to the way it was while I was playing instead of the default.

Can someone help me get it back to original. Also, when I go to play it in regular play mode (non editor mode) it loads up in not the default game.

Thanks in advance for the help
