How are you starting it? You should start it with by clicking on:
startgamewithconsole

startgamewithconsole works ok here.
Edit: The game starts but and will open the editor, but it won't open any scenarios . v1.5.18

Hi did you download it and run it in a sandbox or with some security / protection?
I'd guess the game can't access your harddisk??
Can you save a scenario (in the Editor, try and use File -> save).
