And why do you say that? I've seen a good number of new games that are way more all encompassing than anything else I've seen before.

Well, even in same dev team you find games with expanded content from an old game... and oposite like instead sell 3 games (one per front) like the old version sell 1 game per year AND per front, from 3 titles to 4x3=12.
True is that today a game with a good amount content is very rare, i am not against DLC model BUT only when you dont need DLC to have something needed in base game.
Returning to ST... well i find my self now more into SEE something about game before think in content.
PD: to be fair i have in mind another game that could be true first SP successor but is not yet in dates BUT at least you have images and videos that is more than ST offer in 3 years.

My recollection may be incomplete/faulty, but here is what I know -- whoever owned the Steel Panthers Intellectual Property (IP) at the time made deal(s) with both SPCAMO and Matrix Games.
Both development groups would get the source code to the Steel Panthers version they preferred (SP3 for Matrix, SP2 for SPCAMO), and both development groups would be allowed to redistribute whatever "remixed" games they made from the source code bases they got.
The proviso was, both development groups could not *profit* from the game; i.e. the games had to be free.
Matrix Games' solution to this was the "MegaCampaigns" concept -- a massive non-linear branching campaign with RPG elements (medals being awarded) and a situation map to show where you were. Instead of paying for the game, you paid for the MegaCampaign.
SPCAMO's solution when they went from DOS to Windows versions was to make an "Enhanced Version". The free version's maximum resolution was like 800x600, but if you wanted 1600x1200 resolution, you had to pay for the Shrapnel CD. Additionally, a better map editor; ScenHack Utility, CampaignHack Utility, and encrypted tournament play mode were also part of Enhanced. Shrapnel kept adding new features to the Enhanced version over the years.

Slight correction Shrapnel is the only updated and currently upgraded (as of March of 2019) version that works on Windows 7, 8, 10 and in Linux (using Wine) and on macOS (using Boot Camp and VWMare).
For the CD version the resolutions sizes are:
640x480
800x600
1024x768
1152x864
1280x1024
1600x1280
Desktop
Using Desktop uses virtually your entire screen.

It was published three years after GG's Pacific War (the DOS one that you can download for free from this very site).

And why do you say that? I've seen a good number of new games that are way more all encompassing than anything else I've seen before.
Well, what I mean is at release SP 1 gave us an OOB for almost every conceivable army in the world between 1939-1945. I suspect that any initial Tigers release might be East Front 42-43 or something like that. Nothing to do with quality or detail, just not as much volume in content.

Erik did a live stream of Matrix Games first game SPWaW for the 20th anniversary and in it he said Steel Tigers is being actively developed and they are trying their best to make it a true successor to the original games.
The video should still be watchable at the "twitch slitherinegroup" (I can't post a link unfortunately)
