Can't see where you are getting Ten to one odds from.
The basic Romanian infantry division is really just not well equipped, led or motivated during this time period. Just a fact.
Fact is, they were hardly getting any supplies as Germans were consuming the lion's share of the logistical bandwidth.
The hex is fairly deep in the Crimea, well beyond your supply sources. It is a wonder you got a successful combat result at all.
Racism is irrelevant in this matter.

Have to admit there are times when the Italian formations can really lose heavily

No doubt.
For me, Italians are either immediately shipped back home or redeployed straight to Garrison duty.
Unlike the Romanians, I think I remember reading somewhere that the German High Command did not even want the Italians on the Eastern Front. (they still had North Africa to deal with....)

In my game against jubjub (the best player I have ever had the pleasure of facing) I have to say I was surprised by the resolve of Axis ally divisions.
Here's some context for my picture: I was able to cross the major river at Kyiv. I then saw a relatively strong 10 CV Romanian unit which hasn't been involved in any fighting and must be quite well rested and combat prepared.
Turn 7, I am able to basically smash this division and inflict nearly 70% losses and the rest of the elements are mauled.
Then I am able to recross the same major river and man my fort.
What impressed me was the 265 losses I took. I'll have to be careful. If I attack another 100 times against Romanian divisions, my division may be completely depleted.
In all seriousness though this is absurd

Interesting. Here are some reasons the Romanian defense may have failed:
1. It's possible that the attack took place at night. As we all know, people sleep at night. Russians do not sleep. They can also see in the dark. It seems to me that the Romanians were wiped out in a daring night raid. 10 Romanian defensive CV essentially becomes 0. People need to sleep. And some people are hard to wake up.
2. You should note the amount of bombers in the attack. The Soviets have 1000 KG bombs.
It doesn't take a genius to work out that ten thousand Romanians may have all been clumped in one area, resulting in a massive rout as other Romanians feared being vaporized by precision bombing from strategic bombers.
3. The Germans made the classic error of trying to use Romanian troops. I've been playing this game a long time and I have found the best use of Romanians is to disband them and gather their trucks for useful resupply operations. You could even send them to the theater box where they can pretend to be useful, which will allow you to pull out real German divisions.
This attack was a bad move from the Soviet player. By attacking, he has reduced German supply problems in the area (10,000 less Romanian mouths to feed). It would've been much smarter in the long term to leave those Romanians on the frontline where they would continue to be "useful" to the Soviet player as a severe drain on Axis supply.

I don't think its that absurd, you have a Rifle Division and a Cavalry Division plus 4 artillery regiments attacking a single lone and unsupported Romanian rifle division.
Way more then 2-1 in numbers alone and in CV 69 to 7!
Its no wonder they routed.

It's known that Romanians shatter in combat when defending even with 1:1 force ratios, with only one infantry division participating in combat from each side.

That makes sense. Germans were super humans. While Soviets had infinity vodka supplies. As a result both were able to ignore a need of a sleep.
But axis allies are simple people. So night raids against them are super effective if they are not guarded by a Germans!

They aint usless they are great for the soviets using up german supply and giving the soviets easy victories to farm!

It is my impression from WitE 1 that combat effectivness of units with Exp/Morale of 40 suffers much more than it gains at 60. I doubt this is much different in WitE 2.
In WitE1 we raised Axis minor NM a little so they would become more useful instead of faltering at the sight of an enemy soldier.

Is any general mentioned in the manual? Killmaster clearly is talking about a zeitgheist of tought sprung up by the ghosts of lost victories.

I think they are moving in the right direction by increasing Romanian morale. They are still pretty much useless but can perform OK if they are the mythical 55 morale Romanians backed up by a German infantry division
