Romania
Start date 22 June 1941. The small Romanian navy provided valuable service to the Axis cause - yet strangely it suffered just three combat losses post June 1941 in the war against the Soviets. The losses recorded for the Romanians here are, with those three exceptions, the ships taken over by the Soviets in August 1944 (with the added exception of the river flotillas which are outside the scope of this work). Romania joined the Allies at that point but it is appropriate to record as losses to the Romanians.
