OIL USAGE [AXIS]
GER will use 3.45 oil, 3 SCS not Reorg being the 2 old and slow BB and the Deutschland
IT will use its saved oil to Reorg 2 HQs, then .4 of GER oil to Reorg All, .15 GER oil to Expend
JP will Reorg all for 2.1, leaving .9 of the Canton Oil

Italy.
(1) If using oil from a cooperating major power THAT ended their use oil phase with a fraction of oil (i.e., 0.55 to 0.95), then MWIF requires that fraction to be used before any other oil point can be used.
(2) Therefore; the implementation was slightly different from the instructions but the end result was the same (i.e., .15 ITA oil at Trieste was expended)
