Jul/Aug 1940
Impulse: 8 (Axis)
The result stands as per the explanation above. The Chinese are unable to retreat and so the cavalry and division are both destroyed. The attack, carried out in such difficult terrain sees the Japanese units disorganised.

Nah. That one I expected. I've almost completely blocked the possibility to get partisans so, of course, it is going to appear the turn I fail. Even funnier it gets when I consider that if I would have gotten one more impulse then the risk for a partisan in China would have been zero.

US puts a chit in the Ge/It pool.
It imposes an embargo on strategic materials to Japan but with their minds focused on China, the Japanese show little reaction (10 rolled, no chit to tension). Approval is granted in the two houses for lend-lease shipments to China. The Japanese are again not bothered (7 rolled).
Across the Atlantic, it's a different matter when the two houses also approve a bill allowing US resources to be sent to the Allies (5 rolled. Chit to tension pool).

China has 4 BP's production.

After a brief exchange of signals between their respective governments, the Allies decide not to press the issue regarding initiative. Do the Axis wish to go first or second?

Wir mussen zuerst zu gehen dumbkopf! (or something)
