I don't know if you have resolved this or not but I have the name files to an old hockey name generator. They are broken down by country and have files for first names and last names. Maybe someone could make a database out of them to generate names for particular countries.

No worris Rhino, there's no rush,
its taken me 6 days to get half way on the uniforms
so it'll probarbly take another 6 days to get the 2nd half done.

Nope not resolved yet,
plus I've heard nothing yet from MB, so aint sure if he's even started work on the generator he offered
but with MBCFL started and work being done on MBCIS I expect he's busy enough already.

EDIT - Feel free to email to me, I'm certainly not going to be able to make a generator out of it, if it aint graphics I cant usually do it
but if all else fails it may be handy to have should i have to make a roster by editing.

I haven't found free time to work on a name generator yet, but one of these days I will, the issue is how many nations to pull the names from, you can easily find yourself with billions of combinations that kind of work.  I'd love to check out the naming dealie that BigSmooth has - might even be able to work with it to improve it and make it exactly what's being looked for. 
 
Also can set up rating radomizations for different nations.  So for instance Samoa was brought up.  They have developed a history of bringing some big boys to the NFL in terms of linemen - that could be set so that their OL are typically a little more stout then those coming from Japan.

As far as I know bigSmooth only has the name files not the actual generater
but I'm sure you'd be able to do something with it none the less

A ratings randomizer - know that would be a big help, this was another thing I was looking at doing by hand.

EDIT - Yep I'm sure your busy enough already, I thought as much

I had a couple of days were I was dry, totally out of idea's for what to do to try make the uni's a little different
