Very nice. I guess there are more to come (re Bulgaria).
I noticed a half a dozen setups, when defending against the USSR and either having lost Bessarabia or conceding Bessarabia, you have put a unit in the coastal swamp hex. I don't think that is a good place for a unit, under those circumstances. It is useful to add to the strength of the notional unit in the port hex NE, but that is usually irrelevant.
The main axis of the USSR's attack is going to be through the clear/forest hexes, with a drive directly to Bucharest and Ploesti. As the USSR I would ignore any unit you place in the coastal swamp hex. As the Axis, I would let the USSR move a unit in the coastal swamp hex (thereby disorganizing it) if that is what they want to do. I would be much more concerned about the attack from Chisinau to Bucharest and use this additional Rumanian unit to bolster the defense against that line of attack.
On the other hand, I agree with having a unit or two in the mountains; that prevents flanking moves/attacks and threatens flanking moves/attacks.
