Ok. Apparently I'm not made to play PBEM with this game[:(]
I've tried three times now and I keep getting the same. Could someone else repeat these steps and see if you have the same problem or tell me what I'm doing wrong?
1. Save the files sent us (1796_Campaign_Turn000_1FraDone.sve and 1796_Campaign_Turn000_1FraDone.rep) into the PBEM directory
2. Start CoGEE and select Load PBEM
3. Select 1796_Campaign_Turn000_1FraDone.sve
4. When given the list of countries, select Spain
5. You can do whatever, but when done, hit "End Turn"
6. It will show a large, black message box that PBEM Information is being generated and then a dialog that the PBEM files will be written. Hit OK
The files I end up with are 1796_Campaign_Turn001_ALL.sve and 1796_Campaign_Turn001_ALL.rpe, not the Spain files I expected.
Please tell me what I'm doing wrong?

The _ALL files are the ones you should have gotten when you combined the other files I believe...
Upon receiving all sets of files, the last player must click on the “Combine PBEM Files” button – instead of the “Load PBEM” button – in order to take his turn. He

will then be prompted to load and combine all of the other players’ files before he can take his own turn. Once the last player is done with his turn and clicks “End Turn” he will generate files whose name indicates that all players have now taken their turn: e.g., “Standard-Campaign_Turn001_ALL.sve” and “Standard-Campaign_Turn001_ALL.rep.” These files are to be e-mailed to the other players, who should open them, take their turn, and return the “Done” files they have generated to this player – thus whereas at the start of the PBEM game it is the first player who generates files for all of the others, for every subsequent turn it is the last player who does so.
Hmm makes me wonder...Is Spain the last country to act? Maybe Spain needs to be the last player or something??

Andrew dunno whats going down there, as you say you should get Sweden done, ?? are you using your 64 bit machine ?? whatever, if you haven't already suggest you C&P your message and post it in Tech support.
Just an after thought & a pretty wild one, but is the 'Merge PBEM' a Toggle? ie could your machine still be trying to merge file from our 1st attempt ?

Andrew, I just tried to load the game and choose Spain.
I too get the _ALL files.
Guess it is because Spain is the last nation to act.

I got the file. This first turn you'll have to be a little patient with me as I haven't done advanced economy before. I'm going to have to spend some time studying it. Once I've done a turn or 2 w/ adv econ I should be able to speed up a lot I think.
Sorry for not replying to this earlier. The one thing you need to keep in mind with advanced economy is waste. I strongly recommend you to read about waste, as waste can really make your economy FUBAR if you grow too large!

Andrew, as wrote Kingmaker, you are playing Sweden ... so select Sweden, play your turn and then press End Turn button ... SweDone files will be generated ... these files send to last player playing Spain. He must merge files first, then play his part and after finishing ALL files are generated ...

Terje you got an advice re Waste, as I see it Russia has bog all chance to void it (in the other PBEM game I'm playing Russia and 6 turns in it already has 40% waste) the only way to bring it down seems to be build courts, but, you need 5 in a province to stop waste, to achieve that you would have to spend all your time developeing courts so by the time you have cut Waste, you have been over-run becouse you ain't built anything else ... ??? any thoughts tips?
Me, I'm still waiting to see if I hear the "Agggghhh! screams form Andrew re Spain/Sweden. [:D]

Lvl 5 court in core provinces, lvl 7 in other provinces [X(]
Well, this actually helps slow down nations like France from eating up all of Europe. However I find that building courts does not take away too many resources save textiles. And tbh what do you really
need to build?
I've never seen this as a major problem unless you allow it to really carry away. But to any new player it is worth noting that owning too many provinces with too low lvls of courts will drop your income.
Tips...
Well, I try to always build courts in the provinces with the highest court level up to the required lvl. So what if I do not get to build heaps of farms and factories? That will not make or break your game, courts will.
So this is what I'll usually do;
1. Build any lvl 4 court to lvl 5 in a core province
2. Build any lvl 6 court to lvl 7 in a non-core province
3. Build any lvl 3 court to lvl 4 in a core province
4. Build any lvl 5 court to lvl 6 in a non-core province
5. Build factories in textile producing provinces
6. Build farms in wool/cotton producing provinces
7. Build docks/barracks (depends on your nation, in this game I'll hardly build any docks (unless I "somehow" get control of Italy ofc[:D]))
8. If I
NEED units, they will be built first of all.
However if waste goes completely haywire, see if you can release any protectorates, as these do
NOT count towards your waste level. And be very wary of taking new provinces as war booty if you allready have a high level of waste. You might be far better off letting the enemy keep his provinces, and instead force him to submerge his ships, hand over some colonies etc.
But that is just how I tend to play, to each his own I guess [;)]

That would explain it. I missed the e-mail with the player listing and just assumed I was playing the same country.

BTW, I did figure out the Combine issue yesterday. I had placed the files in a subdirectory under PBEM, not in the PBEM directory itself. That causes the Combine error.

Andrew there was a list posted of who's playing what here on this MB on the 28-03-09.

Terje, thanks for responding, dunno if you have had a look at the Russian set up (by the by it's probably meant to be like this as Russia starts, at least in the 1803 game, "on the Brink of insolvancy" so ... )
If not here's a rough breakdown; with 53 provinces & 2 protectorates, (I'm quoting from the 1803 game here) there are 20 contributing to waste (hence the 40% total) of the 53 provinces Moscow has 5 courts, St P'burg 4 courts, for the rest there are 4 or 5 provinces with 2 courts around 8 with 1 court the rest with no courts, given that with everything pos bunged onto Development of a court in a province it's still gonna take around 6-10 mnths to build one (must admit I'm approxomizing there as I ain't actually bit the bullet and tried wiping all production in a province to put on development, will try next turn).
So for Russia it looks like either spend 2-4 yrs (?maths?) building courts with at best very reduced income/produce for 20 provinces or put up with the waste, Sheee the problems of Modernisation eh? [8|]
