Just from a glance, you have too much STAVKA troops given that the Kalinin and Bryansk Fronts are less than 60k between the two. 
As far as giving Northwest Front the Leningrad units, try the other way around. 
STAVKA troops north, northwest or west of Moscow assign to Kalinin Front.
Southwest of Moscow STAVKA troops to Bryansk Front.  But lose Remezov, he's not front command material.
 
How does Western Front have 231k men?  I only see a handful of units unless they're buried in the stacks.  You should try to pull them together if that's the case.
 
With the mud, you may have some flexibility to rail some NW front units away from Tula and send them up northwest of Moscow with the rest of them where they belong.

Here's the Volga MD front. Four armies, maybe not positioned perfectly but it's working so far. I'm thinking of digging some fall-back
positions closer to Moscow.

Yeah, I've been working on that steadily. When I find one and press the 'g' key for it and it's automatically assigned to the nearest HQ and that's been a god-send, rather than having to assign them manually each and every one. I've found at least two HQ units that are still assigned to STAVKA and I gave them to a front instead and the colors of the units changed from the STAVKA color to the actual front color......maybe those where what you saw. And I assigned a boat-load of troops to the Kalinin front just now. I'm slowly getting organized.

Yeah, I'm pretty sure there's a lot of troops from Western Front all mixed up in amongst those troops from a different front just to put a plug in an emergency hole in the front lines. I'm slowly replacing them and will have them back to their original command sometime in
a turn or two I'm guessing.

Oh, and by the way.......I've never noticed STAVKA immovable before. Does it get put into static mode or frozen by something that
happens during the game? Have I run really low on vehicles? What could cause STAVKA to have no movement points ( besides my having moved it during the turn ). I don't remember moving it yet this turn and it's 0 - 0 on me.

I went ahead and gave all the northern NW front troops to the Leningrad front and so far everything is copacedic. This opens up the opportunity to use the NW front just south of the Leningrad front troops. Cool.

Ummm, because that's not STAVKA, you have the Moscow Military District highlighted. 
 
I don't know how assigning troops to Volga Front will work out.  Technically the armies are in supply but I don't know if there's any downside.

I intend to insert, in some future turn, the troops of the NW front to the south of the Leningrad front troops and north of the Kalinin front
troops. There are still two NW front Army HQ's ( blue circles ) that I intend to rail south to the new present position of the NW front (red
circle ). And then it's just a matter of reassigning the Kalinin troops to the new HQ's and moving the newly unemployed Kalinin front
Army HQ's further south a bit.

I guess that if and when the front starts to move west I'll have to go to a different front to keep them in supply maybe. I wondered what
the downside of using the Volga front would be and would it work out. This is just an experiment I guess.

And a little further south we run into an isolated segment of the SouthWest Front. I'll need to move these guys the next time I get
a chance. They are plugging a hole just now.
