1. Transfer 4 CPs from San Diego to US East Coast, leave 1 CP during RTB in Caribbean.
2. Transfer is for eventual build of CP line from US to Free France (Middle Congo)
3. Transfer US P-40E fighter wing from Norfolk to Iceland; where when (US) at war will be able to rebase via air to UK.

1. Engage It/Ge in West Med, break Italian supply through to North Africa and inflict equal or greater losses on axis than received.
2. Position Gds Cav in Algeria to capture Bone, Algeria.
3. Strengthen Algerian FLOT vs Italian positions in Algiers & SE1-Algeirs.
4. Move fighter & land reinforcements from UK to North Africa.

USSR – Land.
1. With 65% chance that this is the last allied impulse and a given that Germany can break the pact at will beginning next turn/year; there was a big debate at STAVKA on whether or not to allow frontier troops to move off the frontier to organize rear defenses.
2. In the end, it was decided to allow such; i.e., move off the frontier even if that meant dropping below the require pact garrison ratio given so late in the turn/year.
3. Both Soviet Fronts on the Eastern Front will move at “organized” speed towards “optimum” behind frontier defenses while maintaining forward based (frontier) barriers.
4. Asian Fronts, optimize moves for those few units that are still organized.

5. Some harsh grading by the Soviets; definitely for very controlled, internal distribution only and not for public dissemination under penalty of public execution with surviving family members exiled to Siberia!
