(3) Germany considered long and hard a potential DOW vs the Soviet Union even at this late date in the turn.

1. Reinforce Army Group South in the Balkans in order to better exploit Soviet weakness in Ukraine when Barbarossa is finally launched (possibly as early as next turn/year).
2. Army Group North & Center will continue to “better” position land and air units for invasion (of the Soviet Union).
3. Maintain 0% partisan chance in Netherlands, France, Belgium, Poland & Yugoslavia.
